1. Glossary of Terms
1.1 Party Name
The name of the Party shall be the National Rebirth Party. It shall be referred to in this document as ‘The Party’.
1.2 Reasonable Belief
For any action described in this document as a ‘reasonable belief’, the meaning is a belief which a reasonable person could defensibly, logically and fairly hold without malice or bias.
1.3 Malicious Action
For ‘Malicious Action’, ‘Malicious Intent’, and ‘Malicious Purposes’, Malice is defined as a behaviour that is dishonest in nature and intended to cause loss, detriment, or any other kind of harm to the Party, its organs, or the common good of its members.
1.4 Trustees
Also ‘Trustee Officers’, or ‘Natural Trustees’, refers to the individual(s) who occupy the offices of Party Leader, Chief of Staff (Nominating Officer), and Finance Officer of the General Staff (Treasurer).
2. Aims and Objectives of the Party
2.1 Summary
The National Rebirth Party (referred to in this document as The Party) shall exist to promote and advance the interests of British people and defend their territorial and national integrity.
2.2 Political Aims
In order to achieve this objective, the Party will espouse policies which promote:

The Party will contest Elections within England, Scotland and Wales, with quantity of seats contested to be determined by the Party Leader in line with resources and capabilities. It will therefore apply to be included in the Great Britain Register of Political Parties. It will NOT at this time apply be included in the Northern Ireland Register.
2.4 Activities
In the furtherance of its political aims, the Party may:
3. Party Leadership
3.1 Party Leader
3.1.1 Purpose
The purpose of the Party Leader is to lead the management of the Party General Staff, lead the determination of party policy and operations, and represent the interests of party supporters and members, to the best of their ability.
3.1.2 Appointment
The Party Leader shall be elected by the party membership using a First Past the Post system. In order to stand in such election, a candidate must:
3.1.2.1 Procedure for the Ballot
From the moment that a Party Leader resigns or is removed from office, there shall be a period of 28 days for candidates for the office to acquire the necessary support to reach the voting runoff as per Section 3.1.2 Para (b). Once the runoff election begins, party members shall be entitled to cast their vote by post, and there will be a period of 28 days in which to do this.
3.1.2.2 Responsibility for the Ballot
The Chief of Staff of the Party General Staff will be responsible for the final count of the received postal ballots, which shall occur after the 28-day voting period has elapsed. The two candidates for the office of Party Leader (or a representative appointed by them) shall be entitled to watch the count. In the event that the Chief of Staff of the Party General Staff is one of the candidates, one of the other officers of the Party General Staff, chosen by lot, will be made responsible for the count.
3.1.3 Removal from Office
The current Party Leader shall be removed from office if, at any point, a majority (>50%) of the party membership submit in writing a letter of no confidence in the Party Leader, or upon the death or resignation of the Party Leader. The process for Appointment of a Party Leader (Clauses 3.1.2 to 3.1.3.3) then begins.
3.1.3.2 Temporary Measures during the Ballot
During the process of ballot and appointment of a Party Leader, the registered Nominating Officer shall, for purposes of legal compliance, temporarily assume the office of Party Leader (and be registered as such with the EC) and the powers therein until such time as the ballot is concluded, and in any case MUST assume this office and be registered as such within 14 days of the death, resignation, or removal of the Party Leader. If Nominating Officer was already the Party Leader at the time of death, resignation, or removal, then the Treasurer (or the legally required minimum registered Additional Officer) shall temporarily assume the office of Party Leader as per this clause.
3.1.3.3 Temporary Measures of appointment regarding registered officers
If any of the provisions of clause 3.1.3.2 would create a situation whereby one individual holds the offices of Party Leader, Treasurer and Nominating Officer, then the temporary Party Leader shall be responsible for the temporary selection and appointment of a registered Additional Officer, for purposes of legal compliance, until the ballot and election of the new party leader is concluded. The appointed additional officer must be registered as such within a period of 14 days from the death, resignation or removal of the initial Party Leader, and the temporarily appointed Additional Officer will be removed as such once the formal process for election of a new Party Leader is completed, and a new Party Leader is registered.
3.1.4 Fiscal Responsibility
It shall be a requirement of any person who holds the office of Party Leader, in the event that they are elected to or otherwise appointed to public office, to:
3.2 Party General Staff
3.2.1 Purpose
The purpose of the Party General Staff (referred to herein as the General Staff) is to provide advice, assistance, and support to the Party Leader in making decisions that affect the party, and to exercise control in achieving the aims and objectives of the party as determined by the Party Leader and General Staff.
3.2.2 Appointment
Appointment to Offices of the General Staff shall be made by the Party Leader, in consultation with any existing members of the General Staff.
3.2.3 Offices
The following Offices will exist within the General Staff:
3.2.4 Vacant Offices
One person may fulfil multiple Offices within the General Staff at any given time, subject to the approval of the Party leader.
3.2.5 Registration as Additional Officers
Officers of the General Staff may, in agreement with the Party Leader, Chief of Staff (Nominating Officer), and Finance Officer (Treasurer), be registered as Additional Officers as per PPERA regulations.
3.3 Meeting Requirements
3.3.1 Minimum meeting requirements
The Party Leader and Party General Staff will hold an Annual General Meeting at LEAST once per calendar year.
3.3.2 Annual General Meeting Requirements
The General Meeting should involve a physical meeting of the Party Leader and General Staff. If circumstances require, a virtual attendance can be accepted. The Secretary to the General Staff will be responsible for taking minutes. All members of the General Staff will be required to report on their area of responsibility.
3.3.2 Power to convene meetings
The Party Leader, Party General Staff, or any person exercising authority within the Party, shall have the power to convey meetings involving those under their responsibility as they deem to be reasonably appropriate in order to fulfil their functions of office. Any format of meeting is acceptable; however, minutes should be taken when it is reasonably practical to do so.
4. Membership
4.1 Membership Terms and Conditions
4.1.1 Authority to Admit members
The Power to Admit Members is a power of the Party Leader.
4.1.2 Members
Any natural person who is habitually resident in Great Britain will be eligible for membership of the party if:
4.1.3 Registered Supporters
A natural person who is not habitually resident in Great Britain may become a registered supporter of the party. A natural person who is otherwise eligible for membership may also opt to become a registered supporter instead of a member. A Registered Supporter shall not hold voting rights within the Party.
4.1.4 Right of Refusal
The Party Leader reserves the right to refuse membership to any person who is otherwise eligible, if:
A person whose membership of the party is refused may, at the discretion of the party, still be eligible to become a Registered Supporter. Where it is deemed possible and appropriate by the authority refusing membership, brief reasons will be provided for any refusal of membership or registered support.
4.1.5 Appeal
For any person whose application to membership is refused, they may appeal the decision in writing to the Party Leader.
4.1.6 Method of Application
The Party Leader will determine the acceptable medium(s) for membership applications to be tendered.
4.1.7 Principal Power of Members
The principal power of members is in their authority to vote for the Party Leader, which in turn leads to their exercise of power over the party in general. In order to be eligible to participate in a ballot of any kind, a member must:
4.2 Membership Fees
4.2.1 Membership Rate
The rate (cost) of Fees due by members and registered supporters shall be determined by the Party Leader in consultation with the Party General Staff, and may be amended as deemed necessary, save that no fees may be amended to be ex-post-facto.
4.2.2 Payment of Fees
Fees shall be payable either yearly or in instalments, as determined by the Party Leader. Fees shall be due on acquiring membership or registered support of the Party and on the same day of each subsequent instalment period or year (Fees due on the 29th February will be payable on the 28th).
4.3.2 Method of Payment
The Finance Officer of the General Staff (Party Treasurer) shall determine the acceptable methods of payment of fees.
4.3 Resignation
4.3.1 Intentional Resignation
A member or registered supporter shall cease to be a member if he or she gives written notice to the Membership Officer of his or her resignation.
4.3.2 Resignation by default
A member whose membership or registered support fees are more than three months in arrears shall be deemed for all intents and purposes to have resigned in accordance with Section 4.3.1.
4.4 Expulsion
4.4.1 Authority to Expel members
The Power to Expel Members (or Registered Supporters) is a Power of the Party Leader.
4.4.2 Right of Expulsion
The Power to Expel members may be exercised on a member (or Registered Supporter) of the Party if it is reasonably believed that:
4.4.3 Lesser Penalties
In alternative to expulsion, the Party Leader may impose a lesser penalty as they see fit, such as a restriction on holding certain positions within the Party, or restrictions on voting in party leadership elections for a set time period.
4.4.3 Appeal
An individual whose membership is revoked, or who is awarded a lesser penalty, has the right of appeal. The appeal shall be determined by majority vote of the Party General Staff. In the case of a penalty lesser than expulsion, the majority vote will determine whether to penalise or not.
4.4.4 Legal Redress
There shall be no appeal to any Court in England and Wales, Scotland or Northern Ireland from the decision of the power of expulsion, save on points of law, and the question whether any decision to expel was so unreasonable that no person deliberating in good faith could rationally have reached it.
4.4.6 Communication of Expulsion
A person whose membership or registered support is revoked, or who is awarded a penalty lesser than expulsion, shall be notified as to their expulsion and the reasons for their expulsion. A person subject to an expulsion or penalty shall have a period of 28 days in which to lodge an appeal against their expulsion, which must be sent in writing.
5. Finance
5.1 Party Finance Management
5.1.1 Authority to Receive Monies
All monies payable to the Party shall be received by the Finance Officer of the General Staff (Treasurer) and shall be deposited in a bank account in the name of the Party. Final authority to Receive Monies rests with the Treasurer.
5.1.2 Authority to Hold Assets
All physical assets other than monies held by the Party shall be held in trust by the individuals (known as Trustee Officers) who occupy the offices of Party Leader, Party Chief of Staff (Nominating Officer), and Finance Officer of the General Staff (Treasurer).
5.1.3 Authority to Use Monies
The final Authority to Use Monies rests with the Finance Officer of the General Staff (Treasurer). Monies shall be drawn in a form most appropriate for their use (cash, cheque, or digital transfer) subject to the requirements of the bank and any applicable legal regulations.
5.1.4 Wages
The Party Leader, in consultation with the Finance Officer of the General Staff (Treasurer) and Party Chief of Staff (Nominating Officer) shall have the authority to authorise payment or remuneration and/or expenses to any officer, member or employee of the Party and to any other person for services rendered to the Party. The remuneration of all members of staff will be noted in a schedule to the Party’s annual accounts.
5.1.5 Financial Calendar
The Party’s financial year shall be the calendar year.
5.1.6 Auditors and Accountants
The Finance Officer of the General Staff shall be entitled, subject to approval by the Party Leader, to employ or otherwise make use of an independent auditor or accountant to assist in the scrutiny of Party accounts in order to fulfil their obligations. The Party shall be liable for any reasonable costs incurred in the employment or use of such a person.
5.2 Borrowing
5.2.1 Authority to Borrow
The authority to borrow money lies with the Finance Officer of the General Staff (Treasurer), subject to the agreement of the Party Leader.
5.2.2 Purposes
The preceding authority shall carry with it the power to raise in any way any sums of money and to raise and secure the repayment of any sum or sums of money in such manner or on such terms and conditions they think appropriate, and in particular by mortgage of or charge up or by the issue of debentures charged upon all or part of the property of the party.
5.2.3 Liability
Under no circumstances may any member of the Party have personal liability pledged for the repayment of any borrowed sums without the written and signed consent of that member.
5.3 Assets
5.3.1 Authority to Hold Assets
In accordance with Section 5.1.2, any physical assets of the party shall be held in trust by the Trustee Officers who occupy the offices of Party Leader, Party Chief of Staff (Nominating Officer), and Finance Officer of the General Staff (Treasurer).
5.3.2 Use of Assets
The Trustee Officers shall deal with the assets in their own discretion, subject to the approval of the Party Leader, which, by virtue of office, means the approval of the party members.
5.3.3 Removal of Trustee Officers
Trustees shall hold office until death, resignation, or removal from the offices which convey with them the power of a Trustee, either by the authority of the Party or by order of a court, upon which the appointed replacement shall serve as the relevant Trustee.
5.3.4 Exceptional Circumstances
It is permissible for one of the other Officers of the General Staff to be imposed as one of the Trustee Officers in exceptional or unusual circumstance in which the natural Trustee Officer (Leader, Nominating Officer, or Treasurer) cannot perform the duty. Any decision to do this is subject to the unanimous approval of the existing Trustee Officers. Such a person must also be registered as an Additional Officer with the Electoral Commission.
5.3.5 Minimum Number of Trustees
There must always be a minimum of two Trustees. In the event that one individual occupies the positions of Party Leader, Chief of Staff (Nominating Officer), and Finance Officer of the General Staff (Treasurer), a person who is registered as an Additional Officer with the Electoral Commission must be the second Trustee.
5.3.6 Remuneration
The Trustees shall serve without any remuneration, but shall be entitled to an indemnity out of and a lien over any property of the Party and for all expenses and other liabilities properly incurred by them in the discharge of their duties as trustees.
6. Dissolution
6.1 Authority to Dissolve the Party
A resolution to dissolve the party may only be proposed at an Annual General Meeting by the Party Leader. The resolution will be passed if it is carried by a two-thirds majority of those present (in any format) at that meeting.
6.2 Effect of Dissolution
The dissolution shall take effect from the date of the resolution and the members of the General Staff shall be responsible for the winding-up of the assets and liabilities of the Party. Any funds remaining after the discharge of debts and liabilities shall be divided equally among the Party members, or as they direct. Any physical assets will be liquidated as soon as is reasonably practical and divided the same.
7. Branches and Regions
7.1 Model Rules for Branches and Regions
7.1.1 Accountability of Leadership
The Party believes firmly in the principle of command responsibility. That is, that with a position of leadership comes responsibility for how that power is utilised, and a responsibility to manage the delegation of that power accordingly. It is an expectation that any person occupying a position of leadership within the party recognise and accept accountability for the actions which are carried out on their authority.
7.1.2 Principles of Organisation
The model of the Party Leader working in conjunction with the Party General Staff is a standard which must, to the best of the ability of the persons and resources available, be replicated in any lower-level Party command structures. That is to say, Branch/Region Leaders shall be responsible for overall command in those Branches/Regions, and officers in Branch/Regional General Staff shall be responsible for the same areas of management as their relevant officers in the Party General Staff.
7.2 Regions
7.2.1 Authority to Establish Regions and Appoint Officers
The Authority to Establish Regions is a power of the Party Leader. The Authority to Appoint Officers to Regional Leadership is a power of the Party Leader.
7.2.2 Regional Officers
For each regional organisation established by the Party, the Regional Leadership must contain, at minimum, two persons, a Regional Leader and a Regional Chief of Staff. The full summary of roles should, as far as practical, reflect the Party General Staff, and persons holding offices should report one-up to those holding the same offices.
7.2.3 Financial Duties
In accordance with Section 7.2.2, and for efficient management of finances, there must be an acting Treasurer (Ideally the Finance Officer of the Regional Staff) for each established Region. The individual who acts as Treasurer will be responsible for:

Regions shall NOT be separate and autonomous accounting units under PPERA.
7.2.4 Regional Reporting Requirements
Regional Leadership may organise and lead meetings as they deem necessary for the function of their offices. They shall also be required to report and participate in meetings, using a set procedure, as determined by the overall Party leadership from time to time.
7.3 Branches
7.3.1 Authority to Establish Branches and Appoint Officers
The final Authority to Establish Branches is a power of the Party Leader. The power to Appoint Officers to Branch Leadership is a power of the Party Leader.
7.3.2 Branch Officers
For each branch organisation established by the Party, the Branch Leadership must contain, at minimum, two persons, a Regional Leader and a Regional Chief of Staff. The full summary of roles should, as far as practical, reflect the Party General Staff, and persons holding offices should report one-up to those holding the same offices.
7.3.3 Financial Duties
In accordance with Section 7.3.2, and for efficient management of finances, there must be an acting Treasurer (ideally the Finance Officer of the Branch Staff) for each established Branch. The individual who acts as Treasurer will be responsible for:

7.4 Additional Tiers of Command
7.4.1 Authority to Create Additional Tiers of Command
The authority to establish additional tiers of command rests with the Party Leader. The authority to populate those tiers of command with appointed officers, and the nature and structure of those tiers of command, shall also be held by the Party Leader.
7.4.2 Purpose
Depending on the size and functionality of the Party, it may be prudent for the Party to establish additional administrative units (e.g. County) to assist in the timely and effective management of the Party and its activities.
8. Candidates (for Electoral purposes)
8.1 Authority to Approve Candidates
The final Authority to Approve Candidates rests with the Party Leader. The creation of lists of approved candidates should, in practice, be carried out by the Party Leader, Chief of Staff (Nominating Officer), and the other members of the General Staff as appropriate.
8.2 Removal of Candidates
A candidate may be removed from any list of approved candidates, or any list in which they are nominated as a candidate, using the same Authority to Approve, if:
In any case, any candidate that is removed from any list of approved candidates will be given brief reasons, as far as practical, for their removal.
8.3 Terms and Conditions of Candidacy
Any individual who agrees to become a candidate must agree to:

9.1 Party Leadership
9.1.1 Party Leader
At the time of the formation of the party, the Party Leader (Section 3.1) shall be the founding Party Leader, without election to office. The provisions of Section 3.1.2 and 3.1.3 which cover the appointment and removal of the Party Leader shall not be imposable until:

9.1.2 Deposit of Funds
If, at the time of the registration and formation of the Party, the Party does not have a bank account registered in the name of the Party (Section 5.1.1), then any monies received by the Party shall be held in a bank account not in the name of the Party and in the name of either the Treasurer or the Party Leader. Notwithstanding that the Treasurer shall make all necessary arrangements and accountancy practices to ensure that, until such time as the Party bank account is opened, all financial activities carried out for the purposes of the Party are recorded and detailed in such a transparent manner as required by law.
10. Constitutional Amendment
10.1 Authority to Amend the Constitution
The Authority to Amend the Constitution is a non-transferable power of the Party Leader, which can only be exercised in the following circumstances:
